The Shift to Smaller Sites
The Fraser Valley land market is in a recalibration phase. After several years of aggressive assembly activity targeting 3-10 acre sites, developer appetite has shifted toward smaller, phasable parcels in the 1-3 acre range — primarily townhouse and single-family subdivision sites.
This shift is driven by three factors: higher financing costs making large capital commitments more difficult, municipal approval timelines favouring smaller projects, and a desire to reduce exposure in a softening pre-sale market.
What This Means for Land Owners
If you own a 1-3 acre parcel in an active NCP area, the current market may be more favourable than headlines suggest. While large assembly premiums have compressed, well-positioned individual parcels in approved NCP areas continue to attract serious interest.

LandPlay is currently tracking 995+ planning applications across 34 NCP areas in Surrey and Langley Township. Townhouse and rowhouse applications represent the largest share of new filings, consistent with the shift toward ground-oriented density.
