What is a Neighbourhood Concept Plan?

A Neighbourhood Concept Plan (NCP) is Surrey's framework for planning the development of a specific area. It defines land use designations, density targets, road networks, and servicing requirements for a defined geographic boundary.

For land owners, an NCP is the single most important document affecting the future value of your property. It determines what can be built, at what density, and on what timeline.

The Three Phases of an NCP

Engagement Phase: The City consults with property owners, developers, and the community. Land use designations are proposed and refined. This phase can last 1-3 years.

Approval Phase: Council approves the NCP. Designations are confirmed. Properties in the approved area have a clear development pathway.

Servicing Phase: Infrastructure (roads, utilities, drainage) is planned and funded. Properties typically cannot be developed until servicing is in place or committed.

Why Timing Matters

Properties in engagement-phase NCPs often trade at a discount to approved-NCP properties — the uncertainty of designation is priced in. Once an NCP is approved and servicing committed, values typically adjust significantly.
