Morgan Heights

Morgan Heights is the first neighbourhood planned within Surrey's broader Grandview Heights community, located in the southwest quadrant of the city bordered by the Highway 99 Corridor to the west, 28 Avenue to the north, 24 Avenue to the south, and 164 Street to the east — covering approximately 80 hectares (196 acres). The NCP, approved in 2005 and guided by the Grandview Heights General Land Use Plan, established a predominantly residential build-out featuring a mix of housing types, three neighbourhood parks, and is centered on Southridge Private School. The plan addressed engineering servicing, urban design, and community amenities through a two-stage approval process, with detailed infrastructure and financial strategy confirmed at final adoption. The area is now largely built out, meaning remaining land opportunities are limited and likely tied to infill, rezoning, or densification scenarios rather than greenfield development.
