Rosemary Heights Central

Rosemary Heights Central NCP, approved by Surrey City Council in November 1996, was the first phase of the broader Rosemary Heights community located south of the Nicomekl River, east of Highway 99, bordered by Morgan Heights golf course to the east and Grandview Heights to the south. The plan designates a range of land uses across the area, with notable sub-areas including parcels carrying a "Suburban" designation that has been subject to active land use review — Council authorized amendments to portions of the suburban pocket as recently as March 2018 following community concerns and a traffic impact study. The three-part Rosemary Heights community (Central, West, and the adjacent Business Park) is largely built out, with servicing and engineering infrastructure direction established through the original 1994 Local Area Plan process. For investors, the residual interest lies primarily in the suburban-designated parcels that underwent the 2017–2018 land use review, which may signal potential for density amendments or rezoning in an otherwise mature, serviced neighbourhood.
