West Clayton

West Clayton is a 288-hectare (713-acre) urban neighbourhood in Clayton Heights, Surrey, situated north of Fraser Highway and bordered by East Clayton to the east and the Agricultural Land Reserve to the west. The NCP, approved in 2015, is planned to accommodate over 12,000 residents and features a mixed-use urban centre anchored by a future rapid transit station at 184 Street and Fraser Highway, making it a notable node for transit-oriented development. Land use follows the 1999 Clayton General Land Use Plan framework, with the area transitioning from rural acreage and agricultural uses to urban residential densities alongside community amenities, parks, and engineered servicing infrastructure. West Clayton is also designated as Surrey's first "Energy Shift" NCP, incorporating policy incentives for energy efficiency and GHG reduction — a consideration relevant to long-term development positioning and potential rezoning applications.
